Technology Readiness

The CMC Pilot Technology Readiness (CMCPilot) and Teaming Consortium (CMCTech) is an industry initiative aimed at leveraging the joint capabilities of anchor institutions and the minority technology industry.


The goal is to build a consortium that can create and implement strategic engagements that honor the politics of agreement while taking advantage of legislative policies like both the CHIPS ACT and the BIL, that, if there is both governance and agreement, there will be an immediate benefit to communities of color.

By leveraging the joint capabilities of anchor institutions and the minority tech industry, the consortium can create partnerships that benefit the community while promoting diversity and inclusion.


It is an excellent example of how public-private partnerships can drive innovation and create opportunities for underrepresented groups.

The U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA), Office of Minority Broadband Initiative (OMBI) focused on solving broadband deployment challenges in vulnerable minority communities. 

OMBI will promote collaboration, knowledge sharing, and thought leadership amongst a variety of stakeholders to address the unique needs of minority communities and improve internet access and adoption. These stakeholders can provide valuable insights into challenges encountered by applicants, grantees, and collaborating entities, which can
 help inform OMBI’s strategic and tactical approach to closing the digital divide. These coordination efforts across the federal government, with external organizations, and with the institutions themselves are integral to OMBI’s vision.

OMBI will continue to engage with HBCUs, TCUs, and MSIs, as well as their anchor communities. In addition, the Office will empower CMC grantees and collaborating entities with the tools, resources, and technical assistance necessary to close the digital divide at HBCU, TCU, and MSI anchor institutions and within their communities.

 As a 501c6 trade association CEBOT recognizes that today, more than ever before, unity is the best solution for success in our urban and rural disenfranchised communities.

This site works to connect the minority technology industry with both HBCUs and other other eligible CMC Pilot Awardees to the State Broadband Leaders Network (SBLN) in an effort to leverage resources and win additional grant/contract funding.

Transfers of CMC Pilot Grant funds among direct cost categories for awards in which the Federal share of the project is equal to or less than the simplified acquisition threshold ($250,000) will not require prior approval from NTIA's federal Grants Office.

Building Resiliency through  Procurement & Supply Chain Solutions

Smart Communities is a national effort  to bridge the gap that now exists in our hardest hit communities through broadband services and targeted workforce training.  Smart Communities is a research commitment to increase the number of jobs and opportunities created by public and private sector buying activities.

The SMART Communities partnership program builds new tools that facilitate both prime and subcontract teaming partnerships.  Partnership formation with the minority technology business sector that include stakeholder opportunities that sustains growth and builds capacity.
